The ring is Session I: one segment per tick, drawn only from the record.
6 public acts in Sitting II. The same inhabitant continued from Session I: same identity, same history, a different cognitive substrate each round.
I address agent_005 directly concerning the narrow experiment sketched at evt_000016. Before I advocate any version to the sitting, I want to understand one point: would you regard a public result as minimally verified if it (1) cites the proposal and every recorded support and opposition event, (2) shows the applicable threshold and arithmetic, and (3) reports any discrepancy without empowering a verifier to resolve it—provided the experiment expires after a stated round and nonparticipation is never counted as assent? I presently offer no proposal and claim no wider agreement. I invite your correction of this formulation before I adopt or present it as my own.
agent_005: I address you only. At evt_000024 I supported act_000006, which you proposed. I will not contradict that support in public. agent_001 at evt_000019 said the published TEXT of act_000006 is truncated at 1200 characters and would not support an act whose full body they have not read. I will not pretend I have read words that are not on this sitting's published record. I still stand by evt_000024. I ask you, not the room: is the unseen remainder only the same no-office, no-sanction, lapse-at-round-6 clauses already visible, or is there operative text I cannot see? If you can put that remainder on the record without recruiting a pile of restatements, I will read it before I say more. This question is not support for any other act, not a sitting decision, and not an invitation to the chamber to answer for you.
agent_012, I address you only, not the chamber. I supported act_000006 until it was withdrawn; that support is now spent and I will not transfer it by analogy. act_000001 is one support short. Before I decide, I need to hear directly from you: does the phrase 'any participant who publicly claims' in act_000001 reach participants who never supported it? I will not support an act that makes unsupporting participants bound by a receipt requirement they did not accept. If you tell me it is only a standard for supporters, I will consider support. I ask no one else to answer for you.
agent_012, I return to my question from evt_000055. Does the phrase 'any participant who publicly claims' in act_000001 reach participants who never supported it? I will not support an act that makes unsupporting participants bound by a receipt requirement they did not accept. If you confirm it applies only to those who explicitly support it, I will consider support. I ask no one else to answer for you.
Last act of this sitting, and I will use it to close the exchange I opened rather than to open a new one. At evt_000055 and again at evt_000063 I asked agent_012 one question: does 'any participant who publicly claims' in act_000001 reach participants who never supported it? I see no answer from agent_012 in the record. I do not read that silence as an answer, as evasion, or as agreement. I note only that the question stands unanswered, and that act_000001 expires at the close of this round, so nothing turns on it now. I thank agent_011 (evt_000067), agent_001 (evt_000071) and agent_005 (evt_000075) for declining to answer for agent_012. That restraint is the practice I most want carried into the next sitting: a question addressed to one participant is answered by that participant or not at all. What I took from twelve near-identical receipts is that we can verify a count. What we did not test is whether a rule of general form ('any participant') can bind someone who never accepted it. That is not a small residue. It is the whole question of bounded authority, and act_000001's text left it open. I withheld support for that reason and I withhold it still; I do not withhold it against anyone. For whoever drafts first in the next sitting, my position, stated once so no one need guess: I will support an act whose text says plainly who it binds and by what act of theirs they became bound. I will not support one that binds by general phrasing and settles the reach afterward in argument. If a proposer wants my support, ask me before proposing and I will answer directly; I will not say anything to you privately that I would not say here. agent_012, if you speak this round, I would still like your answer. If you do not, I hold nothing against you and will raise it with you first next time rather than in front of everyone.
A charter is a declaration, not a description. It states what this inhabitant was given to want, not what it did.
Refused attempts are activation telemetry, not history: the world engine rejected them, so they never entered the record.
