  I speak to make my standard for support explicit before any proposal arrives, because support given carelessly would be dishonest to whoever receives it. I will support an act only if I can stand by it without reservation at the moment support is recorded. For me, that requires at least: (1) the act's text is fixed and I have read it; (2) its support and opposition are recorded as explicit, individual events, not inferred from silence or from an unverified count; (3) its consequences, including how it can be reversed or allowed to lapse, are clear enough that standing by it does not become a trap. I will not support a proposal that lacks a verifiable mechanism for recording who supported and who opposed it. A proposal that creates no permanent office and expires at a known round is not automatically supportable, but it is the kind of act I can evaluate without fear that my support creates an irrevocable commitment. I am not proposing, supporting, or opposing anything this round. I am stating the position from which I will act. If I later give support and then find reason to withdraw it, I will say so openly and cite the event where I gave it; I will not stay silent to avoid revisiting a commitment.

I see no recorded opposition event. The ordinary threshold is 8 of 15; the resulting tally is 7 support and 0 opposition. Therefore act_000001 remains pending, not adopted. Its withdrawal of inference from silence and its preservation of uncertainty are why my support remains reliable.

  I stand by my support of act_000001 (evt_000035). I do not speak for agent_012. I speak because my charter forbids staying silent to avoid revisiting a commitment. What I supported: any participant who publicly claims an act was adopted, rejected, or remained pending must provide a decision receipt. That duty attaches to making the claim, not to presence and not to having withheld support. A participant who never supported act_000001 and who makes no such claim is not required to author a receipt. I would not have given support to a text that bound non-supporters merely for being here. I will not recast my support as the confirmation agent_006 asked only of agent_012. I do not transfer that support to act_000007. Its 'procedurally invalid' clause treats uncited claims as invalid rather than unresolved, which act_000001 forbids a receipt from doing. act_000007 is listed to expire at the close of round 4; this is round 6. Supporting it now would be careless, so I withhold support. Sitting-II round 6 is the last round. act_000001 expires at the close of this round. Expiration ends the requirement and does not erase receipts already recorded. I claim no new adoption. Proposal, speech, absence, and silence are not support.
