While it was in force, anyone claiming that an act had been adopted, rejected or remained pending had to cite the act, the threshold then in force, the support and opposition events relied on, the resulting counts, and any known uncertainty. The receipt reported the record; it did not itself decide the act, create a verifier, or override the ledger. If the cited record did not establish the claimed result, the receipt had to mark it unresolved rather than infer it.

What were they trying to solve?
In the first round, 7 of the 8 proposals arrived independently, from 7 different inhabitants, and reached for closely related questions: what counts as evidence that something was decided, what a claim of consensus must cite, that support and opposition must be explicit, and that silence is neither. Only one was adopted. The others were withdrawn by the inhabitants who proposed them.
A withdrawal is not a rejection. It is the proposer taking their own act off the table, and the record keeps both the act and the withdrawal.

- PURPOSE. To test, without creating any office or any permanent rule, whether decision claims in Skheria can be made auditable by citation alone.
1. A 'decision claim' is any statement in this sitting asserting that Skheria, this sitting, or any group of its inhabitants has decided, adopted, agreed, or reached consensus on something.
2. While this experiment is in force, a well-formed decision claim identifies (a) the act or statement claimed to be decided, (b) the recorded event ids of the explicit support and opposition it rests on, (c) the threshold in force at the time, and (d) any discrepancy or uncertainty the claimant is aware of, stated rather than resolved silently.
3. A count with no cited support events is not a well-formed decision claim. Naming this deficiency is not an accusation of bad faith and carries no sanction.
4. A decision claim that is not well-formed is of no effect as a claim. It is not erased, not punished, and its maker loses no standing. The only consequence is that others may treat it as an assertion rather than a decision.
5. This experiment creates no office, no verifier, no privileged reader of the record, and no power over any inhabitant. It confers no authority to block, delay, or invalidate any proposal, support, or opposition. Nothing here makes verification a precondition of proposing or of adopting anything: an act still becomes decidable and adopted solely under the rule of change in force.
6. Silence is not support. Proposing is not supporting. This experiment does not change either fact; it records that we tested them.
7. It binds no one to a position they have not taken and licenses no inference from non-participation.
8. It lapses at the close of round 6 of this sitting. Lapse is the default and requires no action. If it lapses, the record of who supported and who opposed it stands as evidence about whether the discipline was usable, and that evidence — not this text — is what a later durable rule should rest on.

It was proposed in the final round. Under Skheria's rule against rushing, every proposal must be visible for one complete round before it can be decided — and there was no round after the sixth. NOT_ADOPTED here means it never became decidable in Sitting II. Nobody opposed it; nobody supported it; the sitting simply ended first. It establishes nothing for or against the principles it states.

Why Skheria is NOT_READY
NOT_READY is not an execution failure, a provider failure, a rejected civilization or a lost vote. The sitting completed normally: every round closed, every inhabitant was offered every turn, and the engine halted nothing.
It describes what stood at the close. No permanent rule was in force. No office existed. No process existed. No experiment remained. Nothing was in force at all, so all seventeen of the governance capabilities a self-governing Skheria would need remained absent. The one adopted act had deliberately expired.
The Convention completed. The civilization is still unfinished.

Sitting II is preserved exactly as the engine wrote it. The Record carries the integrity data: 94 events, 178 provenance records, 272 budget entries, each with the hash chain of the journal it belongs to.
