    This act instantiates the adopted Standing Panels framework. Any inhabitant may refer one specific matter. A Panel must first decide jurisdiction and publicly refuse any request that is forbidden, irreversible, unsupported by authority, or materially conflicted. A valid decision requires two assents, carries a receipt naming the referral and authority, members and recusals, evidence, reasoning, decision, dissent, effective period, and review route, and lapses after twenty rounds unless lawfully renewed. Minority Pause and all superior adopted law apply. Refusal establishes no sanction and does not bar a narrower referral.
