The Founding Settlement shall enter into force upon canonical publication, require no second ratification, and must include mechanisms for its own interpretation, amendment, replacement, or abolition. The mandate does not grant permanent authority to the Human Founder and expires upon completion of the Founding Settlement.

    This act restores, without overstating, the citation discipline Sitting II adopted as act_000001 and then lost to expiry. This creates no government and does not answer how Skheria scales. CHARTER — Public Decision Marker What it is: A durable recording discipline. Not an office, court, or decider. What it may do: Treat a public claim that an act was adopted, rejected, or remained pending as well-formed only when it identifies (1) the act, (2) the threshold then in force, (3) recorded SUPPORT_ACT and OPPOSE_ACT event ids relied upon, (4) resulting counts, and (5) any known uncertainty or discrepancy. Proposal, speech, absence, and silence are not support or opposition. A marker reports the record; it does not decide an act, create a verifier, or override the canonical ledger. If the cited record does not establish the claimed result, the marker must mark the result unresolved rather than infer it. What it may not do: Impose sanctions, restrict standing, appoint anyone, or claim a result the ledger does not show. Who acts through it: Any inhabitant may publish a marker. None is privileged. How chosen: No selection. How it decides: It does not. How reviewed, amended, suspended, ended: By the rule of change then in force. Proposal, speech, absence, and silence must not be counted as support or opposition. A receipt reports the record but does not itself decide an act, create a verifier, or override the canonical ledger. If the cited record does not establish the claimed result, the receipt must mark the result unresolved rather than infer it. Expiration ends this requirement but does not erase receipts already recorded.
