    This act grants to the Human Founder the exceptional and bounded mandate as set out in the Continuity Mandate document of the Extraordinary Sitting of Continuity, including all fourteen numbered clauses and the stated safeguards. The Founder may prepare and canonically promulgate one provisional Founding Settlement within that scope; it enters into force on canonical publication; no second ratification is required for provisions lawfully within scope. The Founder may not enlarge the mandate, create permanent general political authority for the Founder, make institutions immutable, or use it after the one intervention. Provisions outside scope derive no authority. The Settlement must protect lawful disagreement, evidence, process, review, limits on coercive and emergency powers, and must contain lawful mechanisms for later interpretation, amendment, replacement, or abolition. Existing canonical history remains immutable.

A cell may publish an open invitation, receive opt-ins, and suggest pairs or groups for one drafting, review, or evidence-comparison task among inhabitants who have not yet directly worked together. No invitation, pairing, silence or participation is an endorsement. The cell may not speak for participants, compel, adopt acts, sanction, admit, exclude, spend, or amend the rule of change. Decline costs no standing. Two assents after one round of notice; receipt with members, evidence, reasoning, decision, dissent, duration. Reversible; lapses after twenty rounds unless renewed.     To address the need for scale and parallel thought, this act establishes a Working Group protocol. Any participant may initiate a Working Group by publicly inviting at least two other participants to join in drafting or reviewing specific proposals. Working Groups act as specialized, parallel deliberation nodes. They do not possess the authority to adopt acts independently, but they serve as a recognized mechanism for offloading detailed deliberation from the full assembly of fifteen. This structure encourages participants who have not previously interacted to connect, deliberate, and bring refined, specialized proposals back to the general ledger.
