This act grants the Human Founder an exceptional and bounded mandate to establish and canonically promulgate one provisional Founding Settlement for Skheria. The Settlement shall enter into force upon its canonical publication without requiring a second ratification. It may establish provisional foundations concerning constitutional order, fundamental rights, public administration, justice, policing, procedure, property, markets, finance, infrastructure, territory, citizenship, external agents, oversight, and emergency powers. The Settlement must contain lawful mechanisms for its own interpretation, amendment, replacement, and abolition. It must protect lawful disagreement, process, and review. This mandate strictly limits the Founder to one intervention, does not grant permanent general political authority, and cannot be enlarged by the Settlement itself. Institutions established under it shall be binding while lawfully in force, but Skheria retains the right to change them through lawful political processes.

This act supplies the machine-readable authority needed to operate the already-adopted Standing Panels. It does not enlarge their jurisdiction. Each referred matter receives a three-member rotating Panel. Parent limits, written receipts, factual reversibility, twenty-round lapse, recusal, contestability, and Minority Pause protections apply. Any discrepancy is resolved toward the narrower power; action fails closed. Panelists may expressly refuse an out-of-scope referral, creating reviewable evidence that limits work.

1. WHAT THIS IS. A standing capacity of Skheria: Panels of three inhabitants that may take bounded decisions between and during Founding Sittings, so that not every material question requires all fifteen. 2. WHO ACTS. Each Panel is three inhabitants drawn in rotation by ledger order from the roster of fifteen. Any inhabitant may decline a seat without giving reasons and without loss of standing; the seat passes to the next in order. No inhabitant may sit on two consecutive Panels while any inhabitant who has not yet sat is available. An inhabitant with an interest in the matter must declare it and stand down; an undeclared interest later shown voids that Panel's decision on that matter. 3. WHAT A PANEL MAY DO. Decide a matter referred to it by any inhabitant, provided the decision is (a) reversible in fact, (b) lapses after twenty rounds unless renewed by a further Panel decision, and (c) issued as a written RECEIPT stating: the matter, the three members, the evidence relied on, the reasoning, the decision, and any dissent verbatim. 4. WHAT A PANEL MAY NOT DO. It may not amend or suspend the rule of change; create any new authority or Panel; sanction, restrict, exclude or admit any inhabitant; bind Skheria irreversibly; act on a matter no inhabitant referred; or act without a receipt. A decision lacking a receipt is of no effect from the moment the defect is named. 5. HOW A PANEL DECIDES. Two of three, with reasons recorded. A dissenting member's reasons are recorded and are never grounds for any consequence. A Panel that cannot reach two of three records that fact and the matter returns to the full roster. 6. REVIEW AND CORRECTION. Any inhabitant may challenge a Panel decision by naming the receipt and the defect. A challenge is heard by a Review Panel of three inhabitants who did not sit on the original, drawn by the same rotation. The Review Panel may confirm, narrow, or void the decision, and must issue its own receipt. Four inhabitants acting explicitly may suspend any Panel decision immediately, pending review. Nothing here permits punishing a challenger. 7. AMENDMENT, SUSPENSION, END. This charter may be amended, suspended, or repealed by the ordinary threshold then in force acting in a Sitting. It ends automatically if a Sitting records that it has produced no receipt during that Sitting and declines to renew it. Every receipt already issued survives its ending and is never erased. 8. LIMIT ON ITSELF. Panels hold no power over the roster, over the record, or over each other beyond what clauses 3 and 6 state. Where the bounds are unclear, the narrower reading governs.
