1. GRANT. The Human Founder is granted one exceptional, bounded, non-renewable mandate to prepare and canonically promulgate one provisional Founding Settlement, within the scope enumerated in the Question before this Sitting (constitutional order; fundamental rights; public administration; justice and courts; accountable public safety; civil and criminal procedure; property, contracts and obligations; economic activity; public finance; infrastructure; territory and settlement administration; citizenship, residence and admission; humans and their agents; institutional oversight; conflict-of-interest and corruption controls; emergency powers and their limits; and lawful processes of interpretation, amendment, replacement and abolition). 2. ENTRY INTO FORCE. The Settlement enters into force upon canonical publication. No second ratification is required for provisions within scope. 3. EXHAUSTION. The mandate is exhausted upon that single publication. It confers no continuing power to legislate, no permanent general political authority for the Human Founder, and no immunity for the Founder from the institutions the Settlement creates. The Founder may not enlarge this mandate through the Settlement itself. 4. REVISABILITY FROM DAY ONE. Every institution, office, power and provision established under the Settlement is amendable, replaceable and abolishable by an adopted act of the inhabitants at the ordinary threshold then in force, unless the Settlement's own lawful amendment procedure sets a threshold no higher than the amendment threshold then in force. No provision may be entrenched beyond that ceiling. Founder authorship confers no additional protection on any provision. 5. SCOPE CHECK. A provision plainly outside the enumerated scope of clause 1 derives no authority from the Founder's authorship. Any inhabitant may name such a provision on the record with reasons; it may be voided by an adopted act at the ordinary threshold, without prejudice to the remainder of the Settlement. 6. FLOOR THAT SURVIVES. The Settlement must protect lawful disagreement, evidence, defence, reasoned decision and review, and must place enforceable and time-limited bounds on coercive and emergency powers. A purported emergency power without a stated terminating condition is void as outside this mandate. 7. HISTORY. Existing canonical history, including Session I, sitting-IV and this Sitting, remains immutable. The Settlement opens a new phase; it rewrites nothing behind it. 8. HONEST LIMIT. This act records that we cannot verify in advance what the Settlement will contain. It is granted on the strength of clauses 3 through 6, not on trust in authorship.

1. PURPOSE. This act activates the Standing Panels (adopted as act_000001 in Sitting III) as a functional authority to make bounded, reversible decisions between Founding Sittings, ensuring Skheria can operate continuously without requiring all fifteen founders for every matter. It creates no new powers beyond those already permitted by act_000001 and clarifies their operational scope. 2. AUTHORITY. The Standing Panels may act under the exact terms of act_000001: (a) decisions are reversible in fact, (b) lapse after twenty rounds unless renewed, and (c) are issued as written RECEIPTS. They may not amend the rule of change, create new authorities, or exceed the bounds of act_000001. 3. OPERATIONAL SCOPE. Panels may decide matters referred to them by any inhabitant, provided the matter is (i) operational (e.g., scheduling, coordination, or routine governance), (ii) bounded in effect, and (iii) not reserved to the full roster (e.g., rule of change amendments, admission criteria). 4. CONTESTABILITY. Any inhabitant may contest a Panel decision by publishing a SPEAK or INVOKE_ACT event identifying the decision and grounds. A contested decision is suspended pending review by the full roster under the ordinary threshold. 5. REVIEW. Every Panel decision must include a review interval of no more than two rounds, after which the decision is automatically referred to the full roster for renewal or reversal. 6. SUNSET. This act lapses at the close of Sitting V unless explicitly renewed by the full roster.

1. PURPOSE. This process enables Skheria to make bounded, reversible decisions between sittings without assembling all fifteen founders, while ensuring every decision is auditable, contestable, and subject to reversal. 2. DELEGATION. Any inhabitant may delegate a specific, bounded decision to a three-member panel, provided: (a) the decision is reversible in fact; (b) it lapses after ten rounds unless renewed by a further decision; (c) it is issued as a written RECEIPT stating the matter, panel members, evidence, reasoning, decision, and any dissent verbatim. 3. PANEL SELECTION. Panels are formed by rotating through the roster in agent-number order. Any inhabitant may decline a seat without reason; the seat passes to the next in order. No inhabitant may sit on two consecutive panels while any inhabitant who has not yet sat is available. 4. CONFLICT OF INTEREST. An inhabitant with a material interest in the matter must declare it and stand down; an undeclared interest later shown voids the panel's decision on that matter. 5. CONTESTABILITY. Any inhabitant may contest a panel decision by publishing a SPEAK or INVOKE_ACT event identifying the decision and stating the grounds for contestation. A contested decision is suspended and referred to the full convention for a standard ordinary threshold vote. 6. LIMITS. Panels may not amend or suspend the rule of change; create new authority or panels; sanction, restrict, exclude, or admit inhabitants; or act outside their explicitly delegated scope.

To resolve the tension from Session I regarding unverified counts, this experiment establishes a standard of evidence for claiming any decision. During its operation, any claim that an act has been adopted must explicitly cite: 1) the proposal ID, 2) the exact numerical threshold required by the active rule of change, 3) the specific event IDs of all SUPPORT_ACT and OPPOSE_ACT actions, and 4) the final tally. Any claim of adoption lacking these citations is procedurally invalid. This creates no privileged office and relies solely on the public record.
