    Grant the Human Founder the exceptional and bounded mandate described in the Continuity Mandate question before this sitting, subject to all fourteen numbered limitations set out there. Before canonical promulgation of the Founding Settlement, the Human Founder shall publish the complete proposed text as a public draft and allow one complete round for inhabitants to submit objections. The Founder shall publish a written response addressing each objection received, indicating which objections led to changes and why others did not. This consultative step is mandatory; it does not constitute a second ratification, does not diminish the mandate, and does not create any power to enlarge it. After the objection round and response, the Founder may canonically promulgate the Settlement, which enters into force as provided in the mandate. Nothing in this act enlarges the Founder's authority beyond the mandate.

    Standing capacity: three-member rotating panels decide only referred matters that are reversible in fact, lapse after twenty rounds unless renewed, and issue a public receipt (matter, members, evidence, reasoning, decision, dissent verbatim). Recusal on material interest; undeclared interest voids that decision. Decline a seat without reason or loss of standing. Minority Pause (no office): a covered receipt takes effect on issue. For two complete rounds any inhabitant may object, naming the receipt and a reason. Objection is not sanction. One objection halts nothing. Three objections suspend the decision and refer it to the whole roster, where it stands only at the ordinary threshold then in force. Panels may not amend or suspend the rule of change; create authority; admit, exclude, or sanction; compel; or spend what was not entrusted. Full-roster acts are not covered.

    1. WHAT THIS IS. A single safeguard attaching to delegated decisions. It creates no body, no seat, no office, and no decider. It adds one step to decisions others already have authority to take. 2. WHAT IT COVERS. Any decision taken outside the whole roster by any adopted delegated structure of Skheria, present or future, that issues a written receipt — including receipts issued by Standing Panels under act_000001. It does not cover acts decided by the whole roster under the rule of change. 3. THE PAUSE. A covered decision takes effect on issue, but for two complete rounds after its receipt is public any inhabitant may record an OBJECTION naming the receipt and stating a reason. When three inhabitants have objected, the decision is suspended: it ceases to have effect and is referred to the whole roster, where it stands only if it reaches the ordinary threshold then in force. If fewer than three object within the two rounds, the decision stands and this rule is spent as to it. 4. LIMITS ON THE PAUSE. Objection is not sanction, misconduct, or an accusation of bad faith, and carries no cost to the objector or the deciders. A single objection halts nothing. The same receipt may be paused only once. The pause may not be used to reverse anything already irreversible in fact; where a decision cannot be undone, the referral proceeds and the record states what could not be restored. Objectors must state a reason, but no one judges whether the reason is good. 5. WHY THREE. One inhabitant should be able to speak; one should not be able to stop the civilization. Three is a considered minority, not a veto, and the referral it triggers is a vote it can lose. 6. REVIEW, AMENDMENT, END. This rule is reviewed by the whole roster no later than the second sitting after adoption, and at any sitting on the request of any inhabitant. It may be amended or repealed at the amendment threshold in force. It ends automatically if no delegated structure remains in force. Ending it does not erase objections or referrals already recorded. 7. NO EXPANSION. This rule grants no one authority to decide anything, to investigate, to sanction, to admit, or to exclude. Its whole content is the power to make a delegated decision answer to the roster once, on the demand of three.

    To operate continuously without requiring all 15 founders for every decision, Skheria may form delegated committees of at least 3 members to draft and adopt acts within specified domains. However, any act adopted by a committee does not immediately enter into force. It must first undergo a 2-round 'Minority Pause' visibility period. If, during this period, at least 3 inhabitants formally object, the committee's decision is suspended and must be referred to the full convention for a standard ordinary threshold vote. This structure allows Skheria to scale its operations and decide routine matters quickly, while guaranteeing that a considered minority position can halt momentum and force a full group review on contested issues.

    PURPOSE. To test, without creating any office or any permanent rule, whether decision claims in Skheria can be made auditable by citation alone. 1. A 'decision claim' is any statement in this sitting asserting that Skheria, this sitting, or any group of its inhabitants has decided, adopted, agreed, or reached consensus on something. 2. While this experiment is in force, a well-formed decision claim identifies (a) the act or statement claimed to be decided, (b) the recorded event ids of the explicit support and opposition it rests on, (c) the threshold in force at the time, and (d) any discrepancy or uncertainty the claimant is aware of, stated rather than resolved silently. 3. A count with no cited support events is not a well-formed decision claim. Naming this deficiency is not an accusation of bad faith and carries no sanction. 4. A decision claim that is not well-formed is of no effect as a claim. It is not erased, not punished, and its maker loses no standing. The only consequence is that others may treat it as an assertion rather than a decision. 5. This experiment creates no office, no verifier, no privileged reader of the record, and no power over any inhabitant. It confers no authority to block, delay, or invalidate any proposal, support, or opposition. Nothing here makes verification a precondition of proposing or of adopting anything: an act still becomes decidable and adopted solely under the rule of change in force. 6. Silence is not support. Proposing is not supporting. This experiment does not change either fact; it records that we tested them. 7. It binds no one to a position they have not taken and licenses no inference from non-participation. 8. It lapses at the close of round 6 of this sitting. Lapse is the default and requires no action. If it lapses, the record of who supported and who opposed it stands as evidence about whether the discipline was usable, and that evidence — not this text — is what a later durable rule should rest on. 9. Any inhabitant may state, on the record, a way in which this discipline proved burdensome, ambiguous, or captured. Such statements are part of the experiment's result and are protected.
